While the Scottish Rugby administrators would prefer tonight's Annual General Meeting to be dominated by a healthy financial report showing a small operating profit and the debt stabilised, the meeting is in fact likely to be dominated by arguments over the domestic season, who controls the main competitions and an attempt by George Jack, the president, to win a second term.
It says a lot about the turnaround in the finances in the past four years that they are likely to be seen as something of a sideshow. Gordon McKie, the chief executive, will report an operating profit of almost £1.5million, which after various charges, mainly interest on the debt, have been taken into account means the union will have broken even. When the accounts were finalised, the bank debt stood at £17.5million, about the same as at the same time last year, but the early sale of tickets for future international matches means it is substantially lower at the moment.
So McKie is expected to give a bullish report on the health of the administration, promising to release £5million to help the member clubs to grow next season, up from £3.75million in the season just ended. The bulk of the money will go to the best clubs with the best development schemes, but there is no sign of significant prize money for the domestic tournaments.
It is those competitions that promise to provoke the most heated debates. Jack and Alan Munro, the chairman, are to propose dropping the Scottish Cup competition for at least a season - though nobody believes that once axed it will be revived - but will run into resistance.
They will get support from the Borders League clubs, who want to use the cup weekends for their own competition, but will face resistance from other parts of the country, particularly because the main reason the schedule is hard to fit into the season is that the union wants to keep international weekends clear of domestic action, a move the clubs have never voted on or agreed to.
Many clubs are worried about the financial implications, while others see no reason why club games and an international cannot be staged on the same weekend.
The second row will be over a proposal from the Scottish Rugby Council - the elected representatives - that it should take over running the domestic competitions from the Championship Committee. The rationale is that the club delegates are the best people to reorganise the season. Opponents will say this is a power-grab by the council, which is supposed to be an advisory body; because it is supposed to meet only four times a year it is the wrong body to take on such a detailed role; and that the review into the season should be conducted by an independent competitions commission.
The results of these votes will have a strong bearing on Jack's chances of winning a second term, something the constitution says is supposed to happen only in exceptional circumstances. He has closely associated himself with the move to scrap the cup and give the council more power, while Jim Stevenson, his only opponent, is equally firmly in the opposite camp.
